We need your help! Green Ridge has filed for a water permit with the Army Corps of Engineers (ACOE). The ACOE posted public notice NAO-2018-00995 on their website on September 21, 2020. The notice includes a Public Comments period which ends on October 21, 2020. This notice was sent by ACOE to property owners and adjacent property owners in the proposed landfill site area. It is interesting to note the letter to property owners is dated September 21, 2020 and the postmark date is September 29, 2020. This is a delay of over a week and then add another 3 – 5 days for the delivery of the letter. Now we are talking a delay of approximately two weeks from the date of the letter until it is received by the recipient.

Above is the ACOE Pubic Notice. If you look at page 2, second paragraph under FEDERAL EVALUATION OF APPLICATION you will see the ACOE is soliciting comments from the public as well as many others. This is where we need your assistance by writing a letter concerning one or more of the following topics:
- Impact on endangered species – plant and animal
- Impact on historic properties
- Impact on water quality
- Impact on other public interest factors
- Impact on environmental issues
The above list are the items addressed in the announcement. Here are some of the more specific items identified to consider:
- The FEMA floodplain map for Cumberland County has not been updated in over 20 years.
- Increase in precipitation over the last few years
- Climate change
- EPA statement there is a 100% potential that the landfill liner will fail allowing leachate to seep into the water supply
- Seismic (earthquake) concerns – the Mineral earthquake affected areas as far away as D.C.
Your letters do not need to be long but should address your concerns, i.e. private well protection. This is your opportunity to voice your concerns. Information provided to ACOE will be used in the determination if an Environmental Impact Statement is required. You should request ACOE to require this as part of your letter.
Consider requesting a 30-day extension due to the delay in getting the word out to concerned citizens, we have to remember not all areas are served by internet service.
